Expertise
The scientific and technical expertise of projects is carried out by outer experts hired by the RCNT. The experts must be acknowledged specialists in their field and must pass the accreditation procedure.
The expertise of any project starts with an institutional stage. During this stage three to five experts grade the project independently of each other. According to their grades a summary report is formed. The text of summary report is coordinated with all participating sides. If all experts express the same opinion during the first stage, the second, confrontational, stage is skipped - the project is either approved and passed over to the investment expertise or declined. The names of experts hired for the institutional stage are not disclosed.
The confrontational stage takes place when either expert opinions are not the same or experts have asked such questions to project authors which cannot be answered institutionally. Besides experts which already graded the project during the first stage, the second stage gathers additional experts and project authors. According to current statistics it takes about 10 projects to one confrontational stage.
Participation of experts in both institutional and confrontational stages of expertise is reimbursed by the Corporation. Depending on the project difficulty and time limits participation in the first stage is paid from 6 to 18,5 thousand rubles. The amount of reimbursement for expert during the second stage is calculated by using the factual time spent using the rate of 800 rubles per hour. In case of need experts are being paid for their transfer and hosting.
In order to become an expert for RCNT one must pass the accreditation procedure. The procedure starts by filling in the form and sending it by e-mail to expert@rusnano.com. All forms are being saved to Corporate database.
Please note that filling in the form does not guarantee automatically the accreditaion as an expert and particpation in scientific and technical or investment expertise of projects requesting financing from the Corporation. RCNT leaves the right to check the supplied information without the peliminary permission (which is considered granted by the fact of form submission) or accordance from the person submitting the form to Corporation.
