Scientific forecast and roadmaps

From this point on, the Corporation proposes agreements on collaboration with legislative federal institutions, major enterprises and scientific organisations to enable the initiation of projects. Many agreements assume the collaborative fulfillment of works by developing road maps in different fields of nanotechnology applications.

The Corporation is guided by the Government’s long-term forecasts on scientific and technological development of Russia. The Corporation draws up short- and medium-term forecasts (including Foresight methods) and road maps by working in partnership with the leading scientific organisations, organizations of branches and regions, the Russian Academy of Sciences, and scientific educational centers.

In this way the solution of the following basic tasks is ensured:
  • forecasting the nanoindustry markets;
  • determining priorities (products of nanoindustry) according to medium- and long-term perspectives;
  • drawing up technological road maps (for branches and product groups);
  • forming a system for the statistical monitoring of nanotechnologies.
It is intended that before the end of 2008, six pilot road maps will be developed on the basis of the following priorities: the atomic energy industry, medicine, building and housing utilities, aircraft construction, the space industry, energy-economy, light-emitting diodes, catalysts, carbon filtration, and clean water.

Road maps for the full range of priority operations will be formed in 2009.
 
Infrastructural projects and programs

To form an effective system of nanotechnology commercialization, the Corporation conducts work on the development, maintenance and coordination of new and existing elements of nanotechnological infrastructural activity. In particular, the Corporation co-finances the development of material and technical bases centres for collective use, scientific innovation centres, including engineering centres, and also noncommercial institutes of development, such as science parks, centres for technology transfer, special economic zones and business-incubators.


At present the following infrastructural projects have been proposed to the Corporation for assessment:
  • Staropetrovsky science complex (together with the ONEKSIM group);
  • MFTI certification centre;
  • Development of nano-center and business-incubator at a research park and RAS science centre in Chernogolovka;
  • Creation of a super-computer centre for general use at the RAS Institute of Programming Systems;
  • Creation of a technological cluster for the induction of nanotechnologies in petrochemistry at the RAS Induction Institute;
  • Creation of a complex for commercialization of developments in nuclear nano-medicine at the Medradiopreparat plant;
  • Creation of a Nanotechnology research centre for collective use at the Dubna special economic zone;
  • Creation of scientific, industrial and educational center on nano-plasma technologies at the MIFI base;
  • Creation of pharmacological cluster at the Akademgorodok base in Novosibirsk;
  • Development of the nano-center “of nanotechnologies for biology and medicine” at the RAS Physicotechnical Institute.
Projects on scientific research and experimental-design developments

The Corporation finances projects on nanotechnology scientific research and experimental-design developments if they contribute to fulfilling the Corporation’s objectives.

Project financing on scientific research and experimental-design developments is achieved in the range of the Corporation’s profit, and approved according to the financial plan of income and expenditure of the Corporation in the present year.

First of all corporation examines projects to do with scientific research and experimental-design developments, connected with investment projects.

The necessary condition for project financing of scientific research and experimental-design developments is a substantiated plan of the commercialization of project results and formulation of all rights within it.

Intellectual property

The Corporation deals with the protection of rights of the results of intellectual activity, obtained as a result of the realization of its projects.

Educational projects

The Corporation plans to begin carrying out pilot educational projects, directed first of all towards preparing and retraining specialists, which is necessary for accomplishing investment projects in nanotechnologies, and which the Corporation is financing or plans to finance in 2008-2010. The purpose of these pilot projects, in particular, is to finalize an interactive system in the chain: RUSNANO - Institute of Higher Education - venture and seeding funds, research parks - the enterprise of nanoindustry - market. Subsequently, after analysis of the pilot educational projects results, adjustments and rescaling are made.

So far the Corporation has received applications for eight pilot projects from the country’s leading institutes of higher education. These projects are at different stages of assessment.

The application for an “International Masters programme on nano-diagnostics, metrology, standardization and the certification of the production of nanotechnologies and nanoindustry” (made by the Moscow Institute of Steel and Alloys and Moscow physicotechnical institute) has passed evaluation procedures, and obtained positive appraisals from external experts.

The Corporation will also be working with innovation projects applicants from Quant and the Institute for New Carbonic Materials and Technologies to coordinate efforts in training modern specialists for investment projects’ administrative teams.


Development of market conditions and relations

The Corporation contributes to the removal of barriers and limitations, creating the conditions of equal access for nanoindustry production to markets, advancing production for domestic enterprises, as well as Russian production for the nano-production global market.

For this purpose the Corporation uses different systems of public-private partnership – co-financing investment and educational projects, projects on scientific research and experimental-design developments, projects and programmes on the development of infrastructure, including those created through joint ventures, programmes supporting small enterprises, financing the realization of nanotechnology infrastructural projects in special economic zones and agreements on collaboration.

Round tables on different tendencies and problems within the nanoindustry, to establish connections between market participants, have been successfully carried out on light-emitting diode thematics, induction, and the problems of venture financing. A series of round tables on other questions is being prepared.

Working partnerships with four banks have been created to find investors and prepare nanotechnology investment projects.


Certification, standardization and the metrological guarantee

NANOSERTIFIKA, a system of voluntary certification by nanoindustry producers, has been registered at the Federal agency for Technical Regulation and Metrology. The registration number is RU.B503.04NZH00 from 28.05.2008.
Voluntary certification is extended to:
  • nanoindustry manufacture, created in project implementation, which the Corporation runs and/or finances;
  • any other nanoindustry production, created in the Russian Federation and corresponding with the requirements of technical regulations, standards, regulation or other documents can be confirmed with certification
  • nanoindustry technology
  • systems of enterprises’ quality control, which creates nanoindustry production (ISO 9000)
  • systems of enterprises’ ecological management working in the nanoindustry, or using the products of nanoindustry (ISO 14000)
  • the system of health and safety management in the nanoindustry (OHSAS 18000)
At present three applications for product certification have been lodged with the Corporation:

Innovative Energy - certification of Ekonovit composition of nano-dispersed products

Nanoprom - certification of Forsan silicate-ceramic composition:

- on an oil base;

- on a helium base;

A decision has been accepted on creating the Corporation’s certification centre.

Safety provision for nanotechnologies and nano-production
 
The Corporation gathers information on the safe production of nanoindustry, supports international scientific and technical collaboration to determine safety concerns and makes the necessary research developments to find solutions.

Together with the organizations Rostekhregulirovaniya, the Federal Biomedical Agency and Rospotrebnadzora, work is conducted on creating a system of laboratory accreditation, to achieve a safety evaluation of nanotechnologies and nano-production.

Together with Rostekhregulirovaniya, in the sphere of technical regulation and standardization, the Corporation develops a concept of integrated standardization of nanotechnologies and nanoindustry production. The concept will determine:
  • the process of creating a system of standardization;
  • the principles of its construction and functioning, integration of participants into the national nanotechnological network, harmonization of requirements with international standards for the objects of standardization, including substantiation and setting of requirements for safety indications and the methods of their estimation
A subsystem of health and safety managment in the nanoindustry is created within the NANOSERTIFIKA systems.

Promotion and public relations

RUSNANO performs the following tasks to promote nanoindustry and inform the public about the Corporation’s activities:
  • regular work is conducted and joint projects realized with leading federal and regional media outlets. Both a monthly digest, ‘World Nanotechnologies’, and a site aimed at promoting nanotechnologies, “NANO? It’s simple!”, has been organised;
  • press conferences, interviews, and articles have helped highlight the Corporation’s activities and increase media attention on this area. From September 2007 to September 2008 there have been more than 2200 publications that reference the Corporation. Recognition reached a new peak in June, when the supervisory council approved its first investment project;
  • web representation of the Corporation has been organized;
  • the Corporation has organised round tables and seminars to help establish and develop communications between the Corporation and science and business associations, including the round table on light-emitting diode thematics on April 10th, investment associations on May 30th, and catalysers on September 11th.
  • regular coverage of the Corporation’s activity is conducted in international media outlets to help advance the image of Russia as one of the world centres of nanoindustry. The Corporation’s international communication strategy is handled by one of Russia’s largest PR agencies.
Information activity

The Corporation contributes to the creation of an integrated information space for the national nanotechnological network, organizing development and managing databases on different areas of nanotechnologies and nanoindustry:
  • a web interface to the Corporation’s project database has been developed;
  • an electronic library of the Corporation’s own and tailored research is being set up;
  • work is going on towards creating an integrated database system for the Corporation;
  • work has begun to implement a pilot project to create an information analysis system for the Corporation with the participation of leading Russian and foreign companies (the pilot will take place in the second quarter of 2009).
Regulatory activity

The Corporation’s specialists have carried out an analysis of current legislation on innovation activity, corporate rights, commercialization of scientific developments, tax regulations and budgetary law and have prepared observations and proposals for its improvement.

The Corporation’s participation in improving legislation has been prepared, evaluated and approved, and a goal-oriented implementation process is being carried out. The RUSNANO working group has been created to improve legislation in innovations and the development of nanoindustry and effectively works with representatives of State ministries and departments,  State Duma committees and the Federation Council, and scientific organizations and business structures.

The Corporation’s specialists have examined a whole range of bills on corporate governance, protection, the transfer and commercial use of scientific and technical information. They have prepared and introduced into the State Duma  modifications to federal law on technology transfer, reflecting the Corporation’s position, which requires constant collaboration on preparation and analysis of regulatory reports, including on how scientific research developments, creation and uses of integrated technologies and other questions of intellectual property are conducted.

A material analysis has been carried out, prepared and directed to the relevant federal authorities together with a proposal on creating small innovation enterprises by State-funded organizations, and the introduction of tax codes modifications to incentivize scientific activity and business participation.

Work has been conducted on legal support for investment projects, including risk analysis and prospects for transaction structuring in Russia and foreign jurisdictions, taking overseas practice into account.

Guidelines have been developed by the Corporation on its departments, procedures and conditions for financing scientific research and experimental-design developments in nanotechnologies, and nanotechnology projects that foresee the introduction of nanotechnologies or nanoindustry production. Projects for training nanotechnology specialists, required for the composition and content of projects in nanotechnologies, will be financed by Rusnanotech. Documents regulating the process of examining projects, financed by RUSNANO, as will documents for a system of voluntary certification on the production of nanoindustry and management quality systems.

Work is being done on investment projects’ legal support. Specialists from the Corporation’s juridical subdivision are working in this area, organizing comprehensive legal, patent, and tax evaluations of each project, and carrying out risk analyses for transaction structuring in both Russian and overseas jurisdiction, taking foreign practice into account. They are also participating in developing plans to implement projects, and in negotiations with applicants, writing up documents on transactions, and also controlling the process of document development by external consultants.

International activities

The Corporation’s work in seeking international collaboration is aimed at creating favourable conditions for achieving the Corporation’s main tasks of a multifold increase of manufacturing and export volume of Russian nanoindustry products, Russian companies’ output on the global market for high technologies, and achieving leading positions there. It is with these aims in mind that relations with leading foreign organizations, establishments and companies have been established, along with the basic structures and mechanisms of international collaboration in nanotechnologies.

The practical implementation of the Corporation’s plans for international collaboration was the reason behind the trips by its specialists to those countries considered to be of interest as partners in nanotechnologies and nanoindustry - China (June 2008) and the US (July 2008). In the course of these visits negotiations took place on the question of collaboration, allowing the emergence of signed agreements on collaboration and development plans for cooperative work.

A project framework agreement on collaboration between RUSNANO and China’s Ministry of Science and Technology was prepared and sent to the Chinese, and is planned to be supplemented with scheduling for specific projects.

The Corporation carries out goal-oriented work with foreign nationals with the aim of using their potential to tackle challenges affecting the entire spectrum of activity in the development of nanotechnology in Russia. This includes the use of their scientific ideas and technological best practice, involving them in evaluating specific projects, participating in training activities, and the construction of multi-access centres. The increasing interest of foreign nationals in collaborating with Rusnanotech, in order to expand their potential in Russia, is already becoming obvious.

Working meetings and seminars with foreign partners in questions of collaboration and implementing collaborative projects have been organized and carried out. Specifically, there was a Russian-Belgian seminar with the participation of the representatives of Belgium’s main nanotechnological centres and companies (June 2008), as well as working meetings with representatives from Siemens, Intel, Tronic, a science town from Saudi Arabia, Singapore’s Council for Economic Development, and Taiwan’s National Council for Science.

The Corporation is preparing to seek mutually advantageous cooperation with the CIS as a matter of the highest priority, along with inviting these countries’ scientists and specialists to collaborate in implementing nanotechnology and nanoindustry projects. The task is to ensure Russia’s role as undisputed leader among the CIS, and to head collaborative work in implementing innovation breakthroughs in economic development.

The official visit to Astana of Russian President Dmitry Medvedev in May 2008 saw the signing of a bilateral agreement on interaction between the Russian Corporation for Nanotechnologies  and Kazakhstan’s Kazyna Fund for Stable Development. Work on an agreement on collaboration with the organizations of Armenia and Belorussia is ongoing.

The Corporation supports the Committee of plenipotentiary representatives from the participants of Joint Institute for Nuclear Research’s initiative to create an international innovation centre for nanotechnologies for the CIS on the J.I.N.R. base in Dubna.

The Corporation’s collaboration with its international partners is already yielding results. The Corporation has received applications from companies in the US, Austria, Israel, Uzbekistan and Armenia, with projects proposed in the most varied areas of nanotechnologies.

International Nanoindustry Forum

On July 28th of this year the Presidium of the Government of the Russian Federation approved a proposal to conduct an international forum on nanotechnologies in 2008, as well as the structure of the forum’s organizational committee headed by the Deputy Chairman of Russian Government S.B.Ivanovym. The decision to conduct the Forum was accepted by the Corporation’s administration in December 2007 and approved by the Government Council for Nanotechnologies. In January 2008 the Corporation’s supervisory council approved the forum’s framework.

The first international forum on nanotechnologies will take place in Moscow’s Expocentre from December 3rd to 5th, 2008, as a three-day complex of plenary and sectional sessions, bench reports, seminars from nanoindustry world leaders, round tables, press conferences, and exhibitions.

The Forum has been called to demonstrate Russia’s growing scientific and technical potential in nanotechnologies, and contribute to the development of nanoindustry in our country by intensifying knowledge exchange between Russian and overseas specialists. It will also provide Russian business with the opportunity for a direct introduction to the advanced world, domestic developments and the proposals on its implementation.

At present more than 550 papers are planned to be discussed at the Forum, including more than 100 reports from 20 foreign countries.

The work of scientific sections on nanotechnology development trends will be organised within the Forum’s framework under the chair of leading domestic and overseas scientists, and round tables and seminars for the consideration of domestic and foreign experience and prospects for the development of nanoindustry will take place. The first international competition of the scientific work of young scientists in the area of nanotechnologies will be held.
