1.2.1. Strategy, Goals, and Objectives of the Corporation

In January 2008 the Supervisory Council of the corporation endorsed the organization’s fundamental provisions and in May 2008 approved the Corporate Strategy of RUSNANO to 2020.

The Corporate Strategy of RUSNANO to 2020 sets forth the corporation’s mission—enabling government policies to bring Russia into the group of world leaders in the sphere of nanotechnology. To meet that challenge, it is essential that the country achieve a prominent position in the world market for nanotechnology products. Russia’s acknowledgement within the global nanotechnology community is no less important, requiring the creation of a forum for discussion of problems in nanotechnology industry growth that acquires international standing. Finally, we must provide for weighty contributions from Russian scientists and technologists to the global pool of knowledge.

From the list of the corporation’s areas of activity flows its primary charge—to ensure commercialization of nanotechnology industry developments and to coordinate innovative activities in that sphere.

1.2.2.    Main Principles of the Corporation

RUSNANO conducts its activities in the interest of the country, constituting, in essence, one of the instruments for realization of government policies for the evolvement of high technology in the Russia Federation. In bringing investment projects to fruition, the corporation bases its work on a standard of achieving positive commercial results. Profits received during their realization will be used in the manner prescribed in the federal law On the Russian Corporation of Nanotechnologies. The corporation conducts its activities on principles of openness and transparency, collaborating with the broadest circle of Russian and foreign organizations, informing participants of the process of innovation and advising the community of its work. To meet the challenges set before it, the corporation attracts leading Russian and foreign scientists and specialists to carry out science and technology, investment, legal, and other expert evaluation at the highest level.

1.2.3.    Role of RUSNANO in the National Nanotechnology Network and the System for Innovation Development in the Russian Federation

The corporation is a fundamental institute for development of innovative processes in nanotechnology and stands along with the Investment Fund of the Russian Federation, the state corporation Bank for Development and Foreign Economic Affairs, the open joint-stock company Special Economic Zones, the Russian Venture Company, and others in the system of state institutes for development.

RUSNANO is taking part in creating a national nanotechnology network. The corporation’s partners in that endeavor are the Kurchatov Institute—the Russian scientific center coordinating nanotechnology activities—the Russian Academy of Sciences, large specialized regional and sector science-and-technology complexes and manufacturing centers, scientific-training centers created at the country’s leading universities, and other organizations. The corporation serves institutes of development and members in the nanotechnology network by providing access to participation in projects, infrastructure, and educational programs.

In accordance with its strategy, the corporation coordinates efforts through agreements of collaboration with federal, regional, and municipal governmental authorities, development institutes, businesses, and participants in the national nanotechnology network. In 2008, 26 such documents were signed, including:

  • Ten agreements with scientific and educational establishments and authorities: the Russian Academy of Sciences, Kurchatov Institute, Moscow State University, the Republican Scientific Research Institute of Intellectual Property, the Moscow School of Management SKOLKOVO, the Joint Institute for Nuclear Research, the regional administrations of the Federal Agency for Management of the Special Economic Zone for Moscow Oblast and the Special Economic Zone Dubna, the All-Russian Institute for Scientific and Technical Information (Russian Academy of Sciences), the Chernogolovka Center for Scientific Research (Russian Academy of Sciences) the Russian Academy of Medical Sciences
  • Six agreements with subjects of the Russian Federation: Moscow Oblast, Sverdlovsk Oblast, Tomsk Oblast, the Republic of Tatarstan, the cities of Moscow and St. Petersburg
  • Four agreements with businesses and associations: Oerlikon Management AG, Intel Corporation, Samruk-Kazyn, Russian Private Equity and Venture Capital Association
  • Six agreements with federal organs of executive authority: the Accounts Chamber of the Russian Federation, the Russian Federal Space Agency, the Federal Agency for Management of Special Economic Zones, the Ministry of Foreign Affairs of the Russian Federation, and Rosatom

The agreements are directed toward cooperation to introduce nanotechnology developments into production, expansion of existing production, and creation and modernization of experimental-manufacturing bases. As part of the realization of these agreements, measures will be taken to prepare specialists for work in nanotechnology and nanoindustry and to form infrastructure for innovation in the country.
